Request help for college project

Hi guys, I need help to build my electronics project and I was thinking to build a landing deck with breadboard and led. Is there anyone can help me about it?  I don’t have any idea where I can start. 

In the world of electronics what is a "landing deck"? I only know of landing decks on aircraft carriers and at the foot of stairs.

I am guessing it is where you "land" your cell phone.
